　　耿爽说，“北溪”管道爆炸至今已经超过18个月了，但围绕此事仍然没有一个明确的结论，令人深感遗憾。中方注意到，瑞典、丹麦作为事件重要当事方，在开展国别调查一年多后，于今年2月相继宣布终止调查。两国的国别调查没有透露实质信息，没有公布具体进展，没有得出明确结论，引发国际社会更多猜测和疑虑。

　　耿爽说，“北溪”管道爆炸是破坏跨国能源基础设施的严重事件。自爆炸发生以来，安理会多次审议该问题，包括中国在内的许多安理会成员一直呼吁，要开展客观、公正、专业调查，尽早查明真相，将肇事者绳之以法，以防止此类事件再次发生。安理会成员围绕对该事件进行国际调查还是开展国别调查曾进行过讨论。当时，一些成员极力主张给瑞典、丹麦、德国以信任和时间，让三国自行开展国别调查。然而，一年多过去了，国别调查依然没有查明真相，公布的信息语焉不详。事态发展到今天，不得不让人怀疑，反对国际调查可能另有隐情；不得不让人慨叹，多少有力证据可能已被掩盖流失。中国有句古话：亡羊补牢，犹未为晚。中方再次呼吁尽早启动联合国牵头的国际调查，还事情以真相，给世人以交代。

　　耿爽说，俄罗斯是“北溪”管道爆炸事件的主要当事方之一，中方呼吁有关国家积极同俄罗斯沟通合作，共同开展调查。在“北溪”管道爆炸事件上，国际社会包括安理会应避免采取双重标准。俄罗斯近日散发了“北溪”管道爆炸问题安理会主席声明草案，草案客观陈述有关情况，呼吁有关方面为调查提供合作。这些内容简洁明了，符合国际社会期待，应该成为安理会成员的共识。中方希望各方尽快就草案达成一致，安理会尽快就此问题对外发声。(来源：央视新闻客户端)
